Coventry’s £2.5bn Greenpower Park approval will keep city at innovation forefront

A £2.5 billion development called Greenpower Park at Coventry Airport has received the green light, promising to position the city at the forefront of technological advancement while creating up to 6,000 employment opportunities. Warwick District Council has granted detailed planning consent for the project situated at Baginton, along Coventry’s boundary with Warwickshire. The initiative represents a vital component of Coventry’s economic strategy, focused on establishing a sustainable energy sector that will stimulate economic growth.

The development falls within the Coventry and Warwick Investment Zone, a strategic area spanning almost 250 hectares that crosses both Coventry and Warwick District boundaries. The zone comprises four locations: Greenpower Park, SEGRO Park Coventry, Whitley South and Whitley East. Within this total area, 183 hectares qualify for various tax benefits including complete business rates exemption for five years, accelerated capital allowances worth 100 percent in the initial year for plant and machinery expenditure, stamp duty concessions, improved structural and building deductions at 10 percent annually, and an increased employer National Insurance threshold allowing zero-rate contributions on eligible earnings up to £25,000 annually for three years.

Greenpower Park will accommodate seven production facilities and function as a specialised hub for battery technology and green energy manufacturing. The scheme sits alongside the UK Battery Industrialisation Centre, which operates as a testing and development facility and recently received a visit from Labour’s Peter Kyle, the Secretary of State for Business and Trade.

During his site visit, Mr Kyle observed that Coventry demonstrates the construction of tomorrow’s technology, highlighting world-class facilities such as UKBIC and substantial projects like Greenpower Park that will generate numerous skilled positions with competitive salaries. He cautioned that Reform UK’s opposition to renewable energy could jeopardise this venture’s success if the party gains power in local elections on May 7 or achieves national victory.

Cllr Jim O’Boyle, Coventry City Council’s Cabinet Member responsible for Employment, Regeneration and Climate Action, stated that the authority is channelling resources into emerging sectors to maintain Coventry’s position as an innovation leader, with initiatives like Greenpower Park receiving support. He emphasised that these opportunities represent thousands of quality, well-remunerated positions for local residents and genuine prospects for companies throughout the city. He warned that Reform would prioritise political ideology over people’s financial security and risk deterring investment at a crucial moment of progress.

Coventry City Council explained that the collective ambition for the Investment Zone is to serve as the primary engine for expanding and modernising the West Midlands’ battery technology, automotive and broader future transportation industries. There exists commercial potential for a principal investor and operator at Greenpower Park focused on battery production and associated future mobility supply chain activities. The complementary sites are anticipated to draw additional investment and, through linked Investment Zone initiatives, unlock expansion possibilities for companies involved in advanced manufacturing supply chains throughout the region. The Investment Zone benefits from proximity to substantial academic research and development capabilities, automotive technology expertise and logistics infrastructure, including the UK Battery Industrialisation Centre, University of Warwick, Coventry University, international vehicle manufacturers and access to the strategic golden triangle location. The West Midlands hosts one of Europe’s most significant automotive research clusters, featuring development centres for JLR, TATA, Lotus and Polestar, which account for 60 percent of Britain’s automotive research and development expenditure, underscoring the distinctive proposition offered by the Coventry and Warwick Investment Zone.
